Is 4 axis better than 3 axis laser cutting?

Slightly confused here.

Laser engraving and cutting is more of a 2.5 dimensional process. It uses X and Y with small height adjustments to the Z if required for multiple passes and focusing. The Z is not in continuous motion, just stepped down between passes.

Sure, you can add a fourth rotary A axis.

Asking if a 3 or 4 axis is “better” does not quite make sense in terms of performance, just added capability.

It is like asking is a car or a boat is better. If floating is a required feature, then yes, the boat is better!

Sure. The question become ROI. Can you get the 4th dim to work as expected and still focus the beam as needed and make a profit after you purchase that machine and pay for design software to actually run it. I don't know of any but I could be wrong. Maybe the spam above has actual useful info.
