You will need to hold the shift key on your keyboard along with the left mouse button and drag the mouse to rotate the view in Custom Layout.

I just opened your .dxf file in Contour of the Part Editor and erased the segmented arcs you talk about. I then extended the lines and trimmed them and finally used the fillet tool in eCabs...

I didn't explode anything I just cleaned out the title block then re-saved the file. I didn't try to cut the file in eCabinets or I would have seen that some of the lines aren't joined.
