Not sure if this will help but you say you grounded everything together.
Make sure the dust collector ground is isolated from the bot.
I would suggest a bare wire or what ever system works...

I would try speed tape by Fast cap, comes in wide widths and really sticky.
I have not used it as hold down but have done veneer with it and had great success. It is a lot thinner then carpet tape....
I use 1/2" regular mdf for the spoil board and only have Home depot shop vacs and it works fine.
Ive never tried anything else so i can't say that it works the same or worse i just know it works for...
