Spindle Fan won't start

After a recent powersurge to the building where the cnc is located, the spindle fan has no response. I have tested with a multimeter, there is power being sent to the fan. The cables were also attached properly, but the fan still won't work.
Help would be much obliged

if you have power it my be toast and time to replace it not too hard todo.

What voltage fan is it Have you tried blowing a small amount of air to get it spinning
