    I've posted on this topic before however I wanted to go over a couple of points.

    To my knowledge there is only one really good adhesive for PVC sign fabrication. That's Gorillas PVC adhesive. Unlike the regular Gorilla used on HDU this one doesn't expand and sets up in about ten minutes. While there are other PVC cements this one gives you plenty of time to get the parts together.

    Before painting I usually give the panel a light sanding with 240 grit. No primer is needed. Edges should be eased with a small round over bit. Although edges aren't as like to show effects of handling like HDU it still looks better to round them over.
