We use Corel Draw v.12, but we have had better luck exporting our drawings as .EPS files, rather than .DXF, for importing into PartWorks.
I too have CoralDraw, but when I import them, I have to draw open a box for the size. Then I end up having to size the part to be dimensionally correct. Before I import it I even set the drawing size to the size of panel I will be cutting and I still have to resize it. Is there a way that on the import it will drop in 1:1 SCALE?

When you create a new file in Corel, it defaults to a Page Size that is 8-1/2" wide x 11" tall. Change these values to match your intended Material Size (and orientation) in PartWorks.
Create your drawing full-size in Corel and position it within the page. When you export the file, it will be accurately sized and positioned in PartWorks.

it is admittedly a heavy price point for CNC only.
Edit: Although given the price of Aspire, ArtCam, etc. Maybe it isn't.
I use TurboCad V15
export from TC as either EPS or DXF and import into either ArtCam or VCarve, toolpath and then cut.
I am even able to draw 3D cabinets in TC and then use woodworker option to layout the cabinets into sheets export as dxf and then toolpath the sheets.

Rhino with RhinoCam. Love it, but bear in mind that the best choice for you depends on what you'r egoing to be cutting.
