Whats the best all round raster to vector program out there these days.I don't mind paying around 100.00 for this type of software,anymore is hard to justify these days.

Can you afford $ZERO$ ? Try inkscape at www.inkscape.org
Depends on what you want to do. Inkscape intregrated PoTrace in it, and works pretty well. Definately try that one first.
R2V toolkit works pretty well for some things, like maps when you want center line tracing. The digitizer in vectric's software is nice for doing 2 line tracing for vcarving.
Magic tracer is supposed to be really good at thinning down to single pixel lines for center line tracing. Sometimes this is what needs to be done. I haven't tried this one yet.

The best raster to vector conversion program is the hand and eye of a skilled person. Other than that, Vector Magic does the best job I have seen.

I use Vector Magic too. IMHO it has the best results for the least effort which is important if you're using it commercially.
Not cheap but it's easy to spend hours doing bitmap to vector conversions so the money is soon recovered in time saved.
Now that I've really started to get the hang of vector editing in Aspire (thanks to James' latest batch of videos) I'm doing more and more by hand though.
I use Acme Traceart for those projects that aspire or vcarve does not work on.
