New at shopbot, keep getting error message "wrong tool number" when i try to run a tool file. What is it trying to tell me

Your tool number in PartWorks (tool database) needs to be 11 to 19. This number is used for a tool change. This will allow you to have a manual tool change in a file. By setting each tool to a new number the part file will pause and prompt for a tool change when needed.
