I need some recommendations on what (free) program might help me diagnose why my computer is running so slow? The average webpage takes 1-3 MINUTES to load up (you read that right!)
I have CCleaner and i run that but that does very little to the speed. I have McAffee virus protection and i run that. I shut the computer down and reboot the computer and router and modem with no affect.

Jack
in my little world
Mcafee is a virus, memory and resource hog.
I used to like AVG but it as morphed into the same over bearing
hard to get rid of PITA
See if you can un-install everything Mcafee, then try a free version of
Avast.
Also , have you brought up task manager to see how many processes and apps run all the time?
de-fragged lately? or do shut down, wait about 1 minute then re-start ?

There may be another problem. You could have a Conficker worm. It is easy to check.
Go to this website.
http://www.confickerworkinggroup.org/wiki/pmwiki.php/ANY/Introduction
On the left are menu items. There is a Tests menu item. Pick check for infection. It shows some pictures. There are examples. If you have a problem (you are infected) go back to the menus and look for repair tools.
Good luck
I use Trend Micro for my anti virus. It works and it catches lots of stuff.

Spent four hours cleaning my father-in-laws PC yesterday. I've never seen so many toolbars, fake backup programs, fake malware cleaners etc in my life.
The problem is that a lot these popups look like genuine Windows updates or updates from the genuine anti-virus programs so he clicks and installs them.
Not saying that whats going on here but it's always worth going into the Control Panel and looking at the Programs and Features item to see if there's anything you don't recognise and you can't beat autoruns from SysInternals to see if anything has been added to the startup/boot routines bypassing the usual install routes.
He runs Microsoft Security Essentials and it didn't pick up any of these programs as being a problem but when I tested with Avast Pro (what I use) it blocked their install straight away.

Have you tried Speedtest.net yet? If your speed is considerably slower than what your provider is charging you for, then contact your provider's tech help. They can usually tell if it's a modem problem and recommend free software to flush out any malware.

I've used a small monitoring program (forgot name of it) that anytime a program wants to install a "auto startup" program it pops up a warning and i usually always tell it to NOT let it install that part.
speedtest.net results
download speed 4.03 Mbps
upload speed .55 Mbps
upload speed seems awful slow?

Reinstall everything and then use clonezilla to clone your system. Anytime you have problems you just recover the clone and you're back to a new install that always works. I find that most of the really difficult programs to install don't change that much, so this works well. If I do wind up with a new piece of software I know I will continue using for a long period, I'll recover the clone and install the new software and then create a new clone. This only works well if you never store data on your C drive. That's a good practice to keep anyway.
Pretty much all virus software really begins to resemble what they claim to protect you against. I never include a virus program on my clones because they can be next to impossible to remove.

Jack I would compare a Speedtest on the iPad with one done on your PC at the same time to rule out poor server responce. What ping figure do you get? You will find faster speeds in the morning.
