Is anyone aware of any clipart collections that are v-carve only rather than 3D. The idea is to be able add flourishes and simple graphics to basic signage without any bit changes or multiple tool paths and also to benefit from the higher carving speeds associated with v-carving.

Gerald, I like Dover Books. www.doverpublications.com They have many books of "clip art" which I use for V-carving. Most of it though is not in vector format. But the raster to vector conversion tool in Aspire has worked very well for me with these clip art files.
Some of their books have an option to look at lots of their pages before ordering, so check those out. But the actual number of useful ornaments in each book can be spotty. However the prices of their books are low enough that this is not a problem, and what may not be of interest in today's project may be just the ticket next time. Not knowing your interests, I'll guess you could look at "380 Graphic Designs and Devices", "Victorian Designs", "440 Ornamental Designs", "Banners, Ribbons and Scrolls", and "Big Book of Graphic Designs and Devices".
I have about 60 of their books which I have bought in the last 3 or so years. They do have big discounts on selected items.

The vector art collection Brady mentions has a lot of content, I bought it when I got my bot in 03, I found I seldom use it, usually draw my own, the quality of the vectors is excellent with no open vectors to fix.
Worth the money if you want to do a lot of ready to go stuff

If you go to "Google Images" and select the "Search Tools", then select "Image Type" Clip art or line drawing, you can search for the theme you like.
You may ave to scroll through a few pages because most images are still not good for v-carving but especially the clip art has provided a few usable images for me. They are of course copyrighted and commercial use is therefore not allowed without permission.
If yo include "tattoo" in the search term you can also get good stylized images with broad varying strokes for v-carving (example below)

I have and use the vector Art Mega collections... they are excellent quality and you can use portions or combinations. The biggest issue I have with the mega collections is the lack of a method of digital searching. If someone is using your catalog of images, you're totally lost! I wish someone with the knowhow would set up a data base or whatever that we could all contribute search terms to...
The Dover collections are good and I constantly add to my collection by buying them at Half price books.

Yes, I was able to search the images for individual sale but the Item numbers don't seem to correlate the numbering system on my disks... But they obviously have a database of search terms associated with their images already!

I read somewhere that it was setup like that to stop people pirating the collection and then creating their own indexes.

"it was setup like that to stop people pirating the collection"
Ahhh... of course, That, however has severely limited its usefulness.
