3d not cutting full depth

I have a 7" block, and a 6.625" depth model in Aspire. Zzero at top. The toolpaths created are only cutting about 4" deep. The shape looks right, but it's not cutting all of it.
Help?

add 2.625" to model>toolpath>check cut depth if necessary keep adding to model height until desired cut depth is reached

Got it. I was using a form tool.....5" radius/1.75"dia.
I had to set my Boundary Vector Offset greater than the tool radius.

That's .5" end mill radius, with .75" flat in the center.
Didn't change depth, but thnx for the advise.
