Hello,
Is peck drilling without through cutting on Hardwoods advisable with a downcut bit with dust collection on?

Would leave me with one less tool change. Thanks, Marc

You mean same hole diameter as the bit? If that is very shallow it may work, otherwise I would expect the chips to pack the hole and run hot. Where else are they going to go? If the bit is significantly smaller than the hole and it is routed from the inside it may work within reason.

Wasn't sure if maybe a shallow pass followed by a retraction, with dust collection on to remove the chips on each pass was acceptable. I know it is possible, but had a feeling it wasn't a good/safe idea.

If you want burn marks and to overheat your bit - go for it. If you want a clean top edge, drill .06-.08 with the downcut and finish it out with an upcut.
