I am working on a desktop which has limited z axis travel. Vectra automatically moves the z axis to 1.5 inches as it travels to the first cut. It then, again, moves the z axis to 1.5 inches as it completes the last cut. This is written right into the toolpath.

Frequently the carriage will bump into the stops and loose counts. This results in the bit going lower than it should and a host of other problems.

How can I change that to something like 3/4of an inch

I don't know that software but in VCarve or Aspire it would be caused by the clearance/safe z settings in the material setup. Presumably there's something similar.

I am working in Aspire 4 which is made by Vectra.

Aspire is made by Vectric (http://www.vectric.com/), not Vectra.

As Gene pointed out...set up your Material & Rapid Gaps. Read the help file, which is excellent, for understanding what each one does.

Also, in SB3, run the VC command and change your SafeZ height to whatever you think is appropriate, like 0.5" or less - so that you don't top out the Z in SB3 either.
