#4 would be your E-stop. Make sure it's not active/pushed in. Give the knob a twist to see if it pops back out. Check to see that it is set properly in SB3, VI and it should be normal closed.

I would look inside your e-stop and check the internal switches. Each internal contact block has 2 wings that protrude from the switch its self and can easily break off. ( I broke mine by accidently dropping it one day. ) There are 2 types inside your e-stop red and green, the difference between the 2, are one is normally open in resting position while the other is normally closed. The switches are easy to remove by gently prying one of the feet off the mounting bar and rolling it back like a circuit breaker. The part numbers are right on the side of the contact block and was able to order more off of amazon.

The Estop manufacturer is Allen Bradley

Attached is an image of similar contact block.28244

Sometimes it is a matter of clearing out your memory. Just shutting down computer and control box isn't enough. You have to go to your circuit breaker and cut power to the box because it has memory on board of the circuit board and until you cut that power it won't clear it out.
