Does anyone know how to get an umlaut(the two dots above a letter) into the text area in partworks?

I't depends on the configuration of the input language and the font you are using.

Have you tried Left Alt and the numbers in the num pad 1 2 9 ?

It should give that character, if the font has it as a character.

yes those things can be a pain. I had to do some Romanian and even copy and paste would not get all the special symbols. I had to change the language on my computer and reboot.

There are character map programs that will show you all the characters in a font and how to access them. Also you can use font editing programs to create your own characters and access them.

You can use Start>Programs>Accessories>System Tools Character map to get characters out.
